Tujuan evaluasi kebijakan peningkatan pembelajaran ini untuk mengetahui implementasi kebijakan manajemen berbasis sekolah (MBS) baik dari segi input, proses, output maupun produk pembelajaran. Di samping mengetahui kondisi sekolah sebelum dan sesudah menerapkan MBS dan kendala yang dihadapi implementator lapangan ketika menerapkan MBS. Pendekatan evaluasi yang dipergunakan dengan menggunakan model CIPP. Sampel diambil secara purpossive, terdiri atas 360 responden dari SD dan 432 orang responden SMP di empat kabupaten, yaitu Malang, Blitar, Pare-Pare, dan Barru. Teknik pengumpulan data dengan kuesioner, observasi, dokumentasi, wawancara, dan FGD. Analisis data kuantitatif dengan statistik deskriptif, sedangkan analisis data kualitatif dengan discourse dan content analysis. Hasil evaluasi menunjukkan bahwa terdapat peningkatan semua komponen sekolah dan perbaikan kondisi sekolah baik dari segi input, proses, output dan produk. Sedangkan kendala MBS adalah terdapatnya kebijakan kontra produktif seperti BOS dan pelarangan pengangkatan tenaga kependidikan honorer di sekolah. Rekomendasi hasil evaluasi ini adalah perlunya kebijakan MBS dilanjutkan, dan peninjauan kembali kebijakan yang tidak selaras dengan kebijakan MBS.

The purpose of this study an increase in policy evaluation to determine the policy implementation of school-based management (SBM) both in terms of input, process, output and learning products. In addition to knowing the condition of the school before and after applying the MBS and the obstacles encountered when implementing the MBS field implementer. Evaluation approaches that are used to using CIPP models. Purposive sample taken, consisting of 360 respondents of 432 respondents elementary and junior high schools in four districts, namely Malang, Blitar, Pare-Pare, and Barru. Data collection techniques with questionnaires, observation, documentation, interviews, and focus group discussions. Quantitative data analysis with descriptive statistics, while qualitative data analysis with discourse and content analysis. Evaluation results show that there is an increase in all components of the school and school improvement both in terms of inputs, processes, outputs and products. While MBS obstacle is the presence of counter-productive policies such as BOS and banning the appointment of honorary academic staff in the school. Recommendations resulting from this evaluation is the need for continued policy MBS, and review of policies that are not in line with the policy of MBS.
